By Tom WilsonLONDON (Reuters) - North Korean hackers are sharing money-laundering and underground banking networks with fraudsters and drug traffickers in Southeast Asia, according to a United Nations report published on Monday, with casinos and crypto exchanges emerging as key venues for organised crime. Funds stolen by North Korean hackers are a key source of funding for Pyongyang and its weapons programmes. The junket sector has been infiltrated by organised crime for "industrial-scale money laundering and underground banking operations," with links to drug trafficking and cyberfraud, the report said. The proliferation of casinos and crypto have "supercharged" organised crime groups in Southeast Asia, UNODC Regional Representative for Southeast Asia and the Pacific Jeremy Douglas told Reuters. "It's no surprise sophisticated threat actors would look to leverage the same underground banking systems and service providers," he said.

From its launch in 2015 until the Merge, Ethereum's greenhouse gas emissions totalled 27.5 million tonnes carbon dioxide equivalent (MtCO2e), the study showed. Its current yearly emissions are around 2.8 kilotonnes carbon dioxide equivalent, the study found - around the same as five round-trip flights from London to New York. It is generally thought that blockchain is "a highly emitting technology," said Anna Lerner, executive director at the Ethereum Climate Platform, an organisation that seeks to use blockchain tech to accelerate climate finance. The annual emissions of Bitcoin, the largest blockchain and cryptocurrency, are therefore roughly equivalent to those of Cambodia in 2020, according to Climate Watch.

Stablecoins are a cryptocurrency backed by a traditional currency such as sterling or the U.S. dollar, or an asset. To the extent that systemic payment systems using stablecoins pose similar risks as other systemic payment systems, they should be subject to equivalent regulatory standards, the BoE said. There are no systemic sterling stablecoins, but Tether, issuer of the world's largest stablecoin, pegged to the U.S. dollar and backed by assets including U.S. government debt, said last year it would launch a sterling stablecoin.

The FATF said this year that crypto presents "increasing terrorist financing risks", but that the "vast majority" of terrorist financing still uses regular money. Chainalysis said that terrorist financing "represents a small fraction of the less than 1% of the entire crypto market occupied by illicit activity". Terrorist financing is a small part of the illicit uses of crypto, which include scams, ransomware and theft.

Oct 16 (Reuters) - Nelson Peltz's activist hedge fund Trian Fund Management has built a stake in Allstate Corp (ALL.N), one of the insurers struggling to cope with the fallout of natural disasters such as the Maui wildfire in Hawaii, people familiar with the matter said. It has blamed natural disasters that are sometimes amplified by climate change for its poor performance. Allstate has hired investment bankers to advise it on how to handle Trian, the sources said. Allstate and Trian did not immediately respond to requests for comment. Trian has previously pushed for change at companies such as Procter & Gamble (PG.N), Unilever (ULVR.L) and Invesco (IVZ.N).

Oct 16 (Reuters) - Nelson Peltz's activist hedge fund Trian Fund Management has built a stake in Allstate Corp (ALL.N), one of the insurers struggling to cope with the fallout of natural disasters such as the Maui wildfire in Hawaii, people familiar with the matter said. It has blamed natural disasters that are sometimes amplified by climate change for its poor performance. Allstate has hired investment bankers to advise it on how to handle Trian, the sources said. Allstate and Trian did not immediately respond to requests for comment. Trian has previously pushed for change at companies such as Procter & Gamble (PG.N), Unilever (ULVR.L) and Invesco (IVZ.N).

Israeli police said last week they had frozen crypto accounts used to solicit donations for Hamas on social media. Tether said that it is committed to "working closely" with law enforcement agencies globally "to combat cryptocurrency-funded terrorism and warfare." Crypto has been widely used in Ukraine since Russia's invasion last year, with Kyiv raising over $100 million in crypto after appealing for donations. Pro-Russian groups have used crypto for funding in eastern Ukraine, blockchain researcher Chainalysis said last year.
